Reflect

Anyone know for a fact how the Reflect ability works? My experience is that it's part of the attacking soldier's "miss" chance-- rarely did they reflect a high-percentage shot, and I don't recall them ever reflecting an 100 shot% --Xuncu 01:43, 8 May 2013 (EDT)
